How long is the pass valid once I collect it?

Once exchanged, the pass is valid for two weeks from the date of exchange. The validity period is stamped on the ticket at collection — you choose which day within that window to use it.

Can I use this pass on the Limited Express trains to Chichibu?

No. The pass covers local trains only. If you want to ride a Limited Express service such as the Laview, you will need to pay an additional seat surcharge separately.
